Phillippi Engineering Inc. (PEI) was founded in 1983 by Tom Phillippi. PEI has since grown into one of Solano County’s largest civil engineering and surveying firms. We are proud to have been a part of major commercial projects in Northern California, including the Nut Tree Redevelopment Project, and major residential master planned communities, such as Southtown, Cheyenne, Vanden Meadows, Brighton Landing and The Farm at Alamo Creek. PEI has also been involved in the Northpointe and Quinn Crossing Apartment projects.
Our firm is comprised of professional civil engineers and land surveyors, skilled technicians and support staff. We are creative problem solvers dedicated to professional service and are always concerned for the bottom line. Our experience in surveying and civil design has lead to the successful implementation of a number of different projects. We pride ourselves on responding promptly to issues that arise and addressing them with innovation and in a cost-effective, expeditious manner.

Meet Our Team
Thomas Phillippi, RCE
President of Phillippi Engineering Inc.
Thomas graduated from Cal Poly State University, San Luis Obispo in 1977 and has 40 years of experience in major public works and land development projects. Prior to founding PEI in 1983, Thomas worked for Contra Costa County from 1977-79 and then in the private sector from 1979-83. His expertise includes land planning and entitlement preparation and processing for large-scale commercial centers and residential communities. Centered in Vacaville, Tom has used his creative problem solving skills to manage projects throughout Solano County and Northern California.
Vince Bossi, PE
Vince has been a part of the design and management of numerous projects here at Phillippi Engineering since joining our team in 2003. Vince is involved from conceptual planning through final design and construction of private and public improvements. His experience includes the planning, design and management of commercial and industrial developments, subdivisions, roadways, stormwater collection, conveyance and detention systems, water systems, sanitary sewers, preparation of contract documents, hydrology and sewer reports, master plan and infrastructure studies, preparation of proposals, construction drawings, construction administration and cost estimating. As the Engineering Department Manager, Vince will gladly help you keep your project on track from beginning to end.
LS Survey Manager
Sean began his surveying career with Phillippi Engineering in 2001. During his first six years, Sean received his Land Surveyor in Training Certificate, advanced into the Associate Surveyor position and obtained his Land Surveyor License. After obtaining his Professional Land Surveyor License, Sean served as a Survey Project Manager / Crew Chief for many years and was directly in charge of all field surveying projects. He eventually developed his own business while working on all aspects of mapping and field surveying on his own. Sean has returned to PEI as the Survey Department Manager and is now in charge of all surveying services offered at our firm. Sean will gladly assist with any type of surveying that you or your business may need to complete your project on time and under budget.
Barry Haycock, PE
Senior Civil Engineer
Barry has 34 years of experience in the civil engineering design and management of commercial, industrial, residential and multi-family land development projects throughout Northern California. Barry balances clients’ interests with the requirements of local agencies to deliver a cost-effective, efficient product in a timely manner. His ability to maintain a high-altitude perspective of development projects and how they fit into a bigger picture, while also focusing on specific project issues, allows him to bring a calm and deliberate problem-solving objectivity to each and every venture.
